The National Broadband Network (NBN) will be operated on a wholesale-only, open access basis. For the first time in Australia, retail service providers will be able to access infrastructure that is not owned or operated by one of its competitors.
These operating arrangements will provide carriers and service providers with better and fairer access to infrastructure than available today and will deliver greater retail competition to consumers for telecommunications services, including broadband.
By providing access to high-speed broadband for all Australians, the NBN will drive innovation so that all Australians can receive services, such as IPTV, at the forefront of development. The NBN will not offer services directly to consumers.
